Americans Racking up Personal Debt     If you're having trouble paying off your credit cards or your , you are not alone. Government numbers show personal debt among Americans is at an all-time high. And personal bankruptcies could hit a record this year. The Fed says Americans are spending more than 14 percent of their take-home pay on debts. That's the highest total in 15 years.
